The Army continuously reviews and transforms the management technology (how things are done) of its business system (practices and software) within a system of systems. The goal of these efforts is to achieve operating and generating force readiness at best value by increasing effectiveness and efficiency, reducing costs, and maximizing resources. The Army G-8 matches available resources to the defense strategy and the Army plan through planning, developing, and resourcing programs that support Soldiers and are balanced between current force needs with future force capabilities. This is accomplished through participation in OSD–led defense reviews and assessments, the programming of resources, material integration, analytical and modeling capabilities, and the management of the Department of the Army studies and analysis.

Job Description:

Includes the following (Other duties may be assigned):

  • Research, study and draft document management enterprise system for G-8 FD to transform our business process using SharePoint 2013 and 2016.  Evaluate EE PEG data and develop recommended solutions for implementation and track progress and effectiveness of the solutions.  Control and track SharePoint user community and develop the policies and procedures to improve business practices and support decentralized user management and business process management of developed solutions.  Assist in analyzing data for quality and completeness and provide analysis and recommendations for data quality improvements. Participate in data investigations, data connections and integration for solving specific information gaps.

 

  • Support project management through organizing, scheduling, facilitating and reporting results of process improvement sessions.  Assist in the development of the Equipping Process integration efforts through the development of the Equipping IPT for process with the focus on automation

 

  • Maintain Technology documentation and project status for the division. Draft papers, briefings and reports on process improvements, study results, courses of actions and implementation controls
  • Support the administration of the SharePoint Site and user management activities for the implementation and sustainment of SharePoint as a process improvement and business transformation tool.
  • Contactor must have the skill sets to determine requirements, formulate solution options and implement selected options in SharePoint, Desktop tools and other Microsoft Office software to include Excel, Power BI, and Access. Must have BI tool experience and data modeling skills. Must have SharePoint administration experience.

 

SUPERVISORY/MANAGEMENT AUTHORITY

No supervisory/management authority.

EDUCATION and/or EXPERIENCE

Bachelor’s Degree and five (5) years business experience in information systems implementation, change management or business process design.

Contractor must have or be able to obtain the following certifications within 30 days of onboarding:

  • IA Baseline Certification- requirement can be met with one of the following; Security+ CE,  A+ CE (Continuing Education), Network+ CE , CCNA-Security, or SSCP

 

  • SharePoint SCA Computing Environment- requirement can be met by passing one of the following exams; Microsoft Office Specialist (MOS)- SharePoint 2013 (Recommended), Managing Microsoft SharePoint Server 2016, Core Solutions of Microsoft SharePoint Server 2013

 

KNOWLEDGE, SKILLS AND ABILITIES

  • SharePoint 2013 experience as an administrator and/or developer, business process improvement experience with a focus on technology solutions and data normalization and business intelligence implementation.
  • Must be able to conduct requirements development, formulate options, draft decision briefs, formulate implementation plans and manage the execution of the plans and establish procedures for sustainment and measuring success. Must be able to present briefing to a large group, senior leaders and develop work plans and timelines for completing tasks.
  • Document an organization’s current business process flows.
  • Lead clients through reengineering and transforming business processes.
  • Experience with U. S. Army Planning, Programming, Budgeting and Execution (PPBE) processes, and Army Equipping processes, Army Business enterprise systems to include GFEBS, G-Army, and cPROBE is a plus.
