Budget / Financial Specialist, Senior

Overview:

SAIC seeks to support U.S. Space Command Directorate of Intelligence, USSPACECOM J2, in performing critical operational intelligence and related subtasks to support assigned missions.  These subtasks include but are not limited to:

·         Target development, administration, and automation

·         Collection management, planning and assessments

·         Analysis and production to develop, refine and execute Indications and Warning (I&W); monitor and report on adversary Operational Readiness & Disposition (OR&D), develop and maintain a Common Intelligence Picture (CIP); and produce other operational and finished intelligence to support CDRUSSPACECOM needs

·         Joint intelligence planning to support USSPACECOM future operations, crisis action, and deliberate planning; global integration with other CCMDs; and engagement with allies, other foreign partners, and the commercial sector

·         Foreign disclosure to facilitate information sharing and partner integration

·         Information technology to support communication, integration, and analysis, to include data visualization, automation, machine learning, and tool development

·         Intelligence coordination, liaison, representation, and advocacy with the interagency and the whole of government

·         Counterintelligence (CI) and Human Intelligence (HUMINT) authorities execution

·         Personnel security, physical security, and Controlled Access Program (CAP) administration

·         Manpower, personnel, financial, and facilities administration

·         Tradecraft development and training for space operational intelligence professionals to include analysts, collection managers, planners, etc. and support to the Space Operations Force

Job Description

·         Assists in the planning, monitoring and execution of USSPACECOM J2 / JIOC CCMD and intelligence budgets, procurement, and travel.

·         Assists the J21 in collecting data and information to ensure financial resources, projects and programs are monitored in consonance with stated objectives and requirements.

·         Assists the J21 in budgetary analysis functions and budget policy interpretation.

·         Provides advice on financial justification of J2 / JIOC programs and determines their current and long-range requirements.

·         Demonstrates proficiencies and in-depth knowledge of CCMD J2/DIA budgetary and financial processes and procedures.

 

Required:

·         At least 10 years of experience related to this labor category with at least a portion of the experience within the last 2 years.  12 years of experience is preferred.

·         A Master’s degree in an area related to this labor category from a college or university accredited by an agency recognized by the U.S. Department of Education; or a Bachelor’s degree related to this labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 4 years of related senior experience, for a total of 14 years, as a substitute to the Master’s degree.

·         Demonstrates ability to work independently and with minimal oversight.

·         Demonstrates proficiencies and in-depth knowledge of CCMD J2/DIA budgetary and financial processes and procedures.

·         Demonstrates the ability to collect data and information regarding financial resources, projects and programs review the data against stated objectives and requirements, and then report out in both written and oral presentations the results of this analysis.

·         Demonstrates in-depth analysis of budgets and budget policy and clearly articulates key findings.

·         Demonstrates comprehensive mission knowledge and skills that affirms completion of all developmental training and experiences for the labor category.

·         Demonstrates ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced. Demonstrates ability to structure analysis based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines.

·         Demonstrates ability to use logic when evaluating and synthesizing multiple sources of information.

·         Demonstrates ability to produce timely, logical, and concise reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic / soft copy matrices and / or web-enabled formats.

·         Demonstrates ability to communicate complex issues clearly in a concise and organized manner both verbally and non-verbally; with strong grammar skills.

·         Demonstrates ability to develop structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information within security and data protocols.

·         Demonstrates ability to recognize nuances and resolve contradictions and inconsistencies in information.

·         Demonstrates ability to develop concise, insightful, and comprehensive products for defense intelligence.

·         Demonstrates ability to lead teams in researching multifaceted or critical problems.

 

Clearance:  must currently possess a TS/SCI; a polygraph may be required to be obtained after start date.
