Associate Program Leader Cyber Security Operations Center

For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for an Associate Program Leader to provide operational management and oversight of the Cyber Security Operations Center (CSOC) within the Cyber Security Program (CSP). You will serve as the primary interface for cyber defense operations and will participate in advancing the cyber strategy of the Livermore Information Technology (LivIT) Program.  You will be responsible for the definition and maintenance of cyber mitigation for the entire laboratory that exceed customer expectations and support and promote the strategy of the LivIT Program. This position is within the Information Technology Solutions Division (ITSD) of the Computation Directorate matrixed to the Cyber Security Program (CSP) in support of the LivIT Program.

This position will be filled at either the SES.3 or SES.4 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

Essential Duties
- Collaborate with cyber security professionals and researchers on complex problems in areas such as: cyber security incident management, forensics and defenses, , machine learning, information visualization, management, mining, , tool development, and novel architectures  to bring research results to practical use in our site Cyber Security programs.
- Lead team of security professionals and engineers to manage external and internal cyber defenses, provide risk analysis support, and build algorithms to address program and sponsor cyber requirements.
- Collaborate with stakeholders, often representing the organization as the primary technical/ lead contact, sharing relevant knowledge, opinions, and recommendations, to fulfill deliverables to meet NNSA requirements as a team.
- Create dynamic technical solutions to analyze sponsor requirements, designs, implement software, and perform analyses to address these requirements.
- Design, implement, deploy, and maintain security systems using industry best practices, and government mandated techniques.
- Lead the CSOC team by example to provide the vision and execute the strategy of the Cyber Security Program.
- Perform other duties as assigned.
In Addition at the SES.4 Level
- Develop and implement improvements in LLNL cyber security and mitigations including solving complex cyber security problems with multi-disciplinary teams internal and external to LLNL.
- Provide solutions that require in-depth analysis of multiple factors and the creative use of established methods.
- Provide mentorship to junior team members and assist others to solve complex problems.

Qualifications
- Bachelor’s degree in computer science, computer engineering, or a related field, or the equivalent combination of education and related experience.
- Advanced knowledge of one of computer security, IDS/IPS management, network architectures and network traffic analysis.
- Significant experience and comprehensive knowledge of computer and network technologies including Apple, Windows, and/or Linux hardware and operating systems.
-Significant experience with incident handling, forensics methodology and recovery.
-Significant experience effectively managing concurrent technical tasks with contending priorities, as well as to approach difficult problems with enthusiasm and creativity to change focus when necessary.
- Experience directing in-depth troubleshooting and optimization tasks, coordinating with other technical staff to research and resolve root cause of issues.
- Advanced verbal, written, and interpersonal skills necessary to effectively collaborate in a team environment and present and explain technical information.
- Demonstrated competency and current security-related certifications including but not limited to Certified Information Systems Security Professional (CISSP), or Global Information Assurance Certification (GIAC).
In Addition at the SES.4 Level
- Expert level analytical, problem-solving, and decision-making skills to develop creative solutions to complex problems.
- Substantial experience in one or more of the advanced areas: forensics, incident response, and computer security.
- Expert verbal and written communication skills necessary to effectively collaborate in a team environment and present and explain technical information and provide advice to management.

Desired Qualifications
- Master’s degree in computer science, computer engineering, or a related field, or equivalent level of demonstrated knowledge.
- Extensive experience in cyber security.
- Knowledge of LLNL’s Cyber Security policies, processes and requirements.

 

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
