Associate/Deputy Program Manager - Aviation System

JOB DESCRIPTION:

Associate/Deputy Program Manager - Aviation System
SAIC has a need for a junior manager with a contracts background with a pathway to Program Manager position.  This person will support all aspects of program management for multiple efforts. 
The duties will include:
  • Fully understanding contract: Performance  Work Statement (PWS) and applicability, Contract Data Requirement List (CDRL) requirements and contents of proposal/package submittals
  • Support the development and review of Technical Directives (TDs) to ensure proper PWS alignment, requirements clear and understood.  Support negotiations with Government Technical Monitors to finalize TD.
  • Support developing Cost Estimates for all TDs.  Using past history of Aviation Systems work as a basis for future work to develop cost estimates.  For ‘new’ work be able to research/investigate scope to justify pricing and risk assessment to SAIC. 
  • Work face-to-face with Government Customer to ensure TD and Cost Estimate are developed to be achievable in the time frame offered.
  • Support assembling a team to perform the agreed about work.  This could be using present team, additions to team or hire new team.  Assoc. PM will be tasked with defining the personnel requirements and staffing.
  • Support/manage the Cost/Schedule/Technical progression of the project and associated reporting requirements: CDRL submittal, Program Status Reviews, Quarterly Reviews, etc. 
  • Perform regular analysis of Cost vs. Schedule vs Technical accomplishments using the tool set provided by SAIC (Morado/MAAVRIC/etc) to ensure the project is meeting Customer and SAIC objectives.
  • Maintain close contact with supported Government Technical Monitor
  • Support project team management and ensure team stays on scope.  Ensure any issues are understood and proper risk assessment performed.  Ensure Customer is informed in a timely manner.
  • Support project reviews for potential risk areas and develop potential back-up plans if risks are realized.
  • Demonstrated self-starter with strong interpersonal communications skills and ability to work across geographically diverse groups
  • Ability to successfully complete tasks with minimal direction both working as an individual contributor as well as a team member.

Qualifications

TYPICAL EDUCATION AND EXPERIENCE:

 

Bachelors and three (3) years or more of related experience; Masters and one year of related experience

 

Position involves comprehensive knowledge of contracts, contracting system and management tools

 

Direct experience with finance and government considered a plus

 

Successful candidate must possess a SECRET clearance
