The U.S. Government (USG) Combined Security Transition Command – Afghanistan (CSTC-A) has a requirement for continued functional and programmatic contractor support to advise, teach, and mentor the Afghanistan National Defense and Security Forces (ANDSF) and Afghanistan Security Institutions (ASI). The Program Manager (PM) will lead Raytheon’s Afghanistan ANDSF Advisory Program (AAP) training support and contract management programs in support of US Government efforts to develop a capable and self-sustaining Afghan National Defense Security Forces.

The PM is responsible for day-to-day management and serves as the point of contact with Coalition and Afghan officials. The PM ensures timely program execution and cost per contract terms and the Performance Work Statement; provides leadership for approximately 530 direct, subcontract and local national employees; provides supervision, oversight, and professional mentoring of site managers; addresses health, welfare, safety, and security needs; ensures development, implementation of policies and processes; and conducts individual executive coaching to enhance effectiveness. The PM must have strong interpersonal and administrative skills with expert experience within the US Military community. On a daily basis the PM interfaces with the on-site end user requirement owners, the CSTC-A and the Rock Island Contracting Officer Representative (COR). The PM works independently and reports to the Raytheon Support Mission program in Orlando, FL.


Required Hours:

Work may include nights, holidays, and weekends on short notice. Standard will be to conduct training management and oversight up to 72 hours per week while at OCONUS work site(s) and a standard 40 hour work week while at CONUS work sites. This is key person designated position on call 24 hours a day while in Afghanistan.

Responsibilities:

  • Represent Raytheon at governmental meetings concerning ANDSF program with Combined Security Transition Command-Afghanistan (CSTC-A) efforts
  • Interface with senior Resolute Support, CSTC-A, NSOCC-A, TAACs’ staff on contract issues related to planning, resourcing, executing and assessing contract requirements, modifications and performance
  • Ensure compliance with all contractual requirements and deliverables
  • Manage operational and administrative activities for contractor and subcontractor personnel, providing direction and guidance to site managers and employees
  • Establish customer relationships to support business
  • Provide status reports on contracts, program activities and emerging business opportunities.
  • Develop/implement QA Plan to ensure compliance and execute QA Surveillance Plan compiling monthly Subcontractor Evaluation Reports
  • Timely problem identification and development of corrective action plans
  • Adherence to timelines, milestones, delivery schedules and administrative requirements to include delivery of reports, data products, billing invoices and staffing of personnel
  • Management of administrative actions of contractor personnel, to include leave, pay, evaluations, quality control and coordination of contractor furnished equipment.
  • Timely coordination of replacements for departing contractor personnel
  • Strong working relationship with the Rock Island COR.
  • Weekly on site visits to deployed programs throughout the country to include the COR
  • Supervise Managers to meet performance, contractual obligations and USFOR-A and/or Afghanistan legal requirements

Required Qualifications and Skills:
  • U.S. Citizenship status is required as this position requires an active or current U.S. DoD Secret Security Clearance, used within the past two years.
  • Ten years experience in a related Government or business field highly desired, eight years required
  • Possess current U.S. passport with at least 6 months of eligibility remaining
  • Must be able to obtain Afghanistan visa
  • Knowledge of operational methods of U.S. civilian police and/or U.S. military
  • Excellent communications and interpersonal skills; able to resolve workplace conflict
  • Proven experience with military culture and customs
  • Willing to travel and meet with senior Resolute Support, working sites, and ANDSF leaders
  • Knowledgeable in training development, management, and operations
  • Experience in Risk Management and Mitigation Skills
  • Self-starter with good organizational and analytical skills; can work both independently and as a member of a team
  • Detail-oriented with the ability to work under challenging deadlines
  • Background in developing and implementing complex new programs
  • Experience preparing written correspondence and information products for senior officers
  • Working Knowledge of Microsoft Suite
Physical Requirements/Working Environment:
  • Willing to deploy to Afghanistan, understanding assignments can be in any Afghanistan location based upon U.S. Government needs, including hostile and austere areas
  • Willing to travel outside of protected areas via military convoys or MILAIR, and wear protective clothing and equipment as required. In the conduct of their training contractors may encounter hostile forces
  • Able to attend and pass USG deployment requirements at CONUS Replacement Center (CRC), Fort Bliss, Texas or equivalent location. Meet medical requirements by a pre-employment medical screening and in accordance with published CRC and USCENTCOM medical deployment standards. Able to walk or stand on level and/or inclined surfaces up to eight (8) hours per day and sit for up to three (3) hours per day, and able to routinely climb/descend stairs or rough terrain
  • Able to routinely grasp or handle objects, use finger dexterity, bend elbows/knees, and reach above/below shoulders. Able to read and interpret newspaper and typewritten print, communicate by voice and detect sound by ear. May be required to respond to a wide variety of operational circumstances, under extreme weather conditions, within a hostile environment
  • May be exposed to extreme noise from aircraft, hostile fire, and other acts of aggression. Physical requirements include but not limited to wearing body armor and helmet Personal Protective Gear, unassisted lifting and carrying of duffle bags not exceeding 70 lbs. per piece, and unassisted movement over uneven terrain

Desired Qualifications:
  • 12+ years of supervisory experience
  • Former senior field grade officer with recent knowledge/experience that includes operations and/or command experience
  • Recent active-duty experience within the past 5 years or previous contingency operations deployment experience in Iraq or Afghanistan between 2011-2016
  • US Army War College graduate or equivalent
  • Familiar with relationships between Resolute Support, CSTC-A, and the ANDSF
  • Experience training and advising foreign military soldiers
  • Experience training, advising or managing programs that support Afghanistan or Iraq Security Forces
  • Proj Mgmt Experience
  • Experience with Defense Contracting, ITAR's, and Import/Export Regulations

Required Education:
Masters' degree and background in management of projects or organizations of similar size and scope.

Contractor personnel shall comply with all theater command policies, regulations, and General Orders. All tours are unaccompanied.
