Aircraft Marshaller / TA Specialist

       

The Aircraft Marshaller will be primarily based at Baghdad Diplomatic Center (BDSC) in Baghdad, Iraq, and serve the Life Support Services contract in support of the State Department. The Aircraft Marshaller will be is responsible for the safe and effective ground movement of aircraft including the supervision of safe start-up procedures by utilizing a motorized vehicle, electronic communications, standard hand signals, and related actions. The Aircraft Marshaller will report to the Lead Aircraft Marshaller. The additional duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive:

  • Ensure aircraft taxiway and runway areas are clear of other vehicles and pedestrian traffic
  • Direct pilots where to park aircraft on the apron
  • Receive flight information from air traffic controllers and disseminate the same to airport users like airline operators, information personnel, and management collecting statistics on incoming and outgoing flights
  • Ensure that the tug operator is in contact with the aircraft cockpit before any equipment is connected and that the appropriate tow tractor and tow bar is used for the type and weight aircraft
  • Ensure Operational inspection of tow tractor and tow bar before every use
  • Ensure that the tow bar is properly connected to the tow tractor and aircraft
  • Ensure that the tow operator does not leave his seat during towing operations and that the tow bar mated is disconnected from the tow tractor when mated to the aircraft
  • Immediately stop tow operations when signaled by any member of towing/push back crew
  • That the minimum towing distance of 50 meters between operations is maintained and the towing speed of 8km an hour is not exceeded
  • During operations strategically placed as to observe, control and direct the towing/pushback operations being in visual contact with the tug operator, cockpit and wing/tail walkers
  • Complete regular Foreign Object Debris (FOD) inspections in conjunction with all duties
  • Ensure that ICAO marshalling signals are used
  • Responsible for the safe and effective movement of aircraft on the parking apron
  • Supervise the startup procedures for aircraft departure
  • Ensure that the tow and marshalling crew comply with SOW, ICAO and IATA requirements with regard to personal protective equipment (PPE)
  • Conduct pre towing and marshalling briefs or any pertinent information that could affect the operation
  • Ensure that operations are immediately stopped when unsafe situations develop
  • Observed Hazard Reports completed when unsafe conditions encountered during aircraft maneuvering - Ensure that the aircraft landing gear locking pins are removed if so fitted
  • Ensure that engine start up signals are signaled to the cockpit when ready for startup and the danger areas around the engines are clear of FOD, personnel and equipment
  • Direct wing walkers to remove chocks when the cockpit has confirmed the aircraft brakes are set
  • Ensure safe operations of equipment around the aircraft - Comply with all ICAO, IATA, and PAE/ES-KO Standard Operating Procedures
  • Performs other duties as necessary

Overall Qualifications:

  • Citizenship: Ability to work in the US without sponsorship. Must be able to get and maintain US government security clearance throughout employment.
  • Education: High School Diploma or Equivalent

Required Experience:

  • A minimum of two (2) years’ experience in Ground/Airport Handling type operations
  • Familiar with ICAO Annex 2-Rules of the Air, Chapter 5, Marshalling Signals
  • Experience in Aircraft towing operations
  • Experience in proper use of A/C start-up and Air Conditioning units
  • Valid National light vehicle and tow tractors driver’s license
  • Familiar in the use of two way radio communication
  • Ability to correctly interpret and apply all policies and procedures
  • Maintain records and prepare reports
  • Establish and maintain effective work relationship with employees, contractors and the military
  • Ability to coordinate and manage multiple priorities and responsibilities
  • Strong analytical skills, must be able to perform routine mathematical and alphabetizing functions
  • Knowledge of PC and other office equipment with Window experience required
  • Must be efficient, reliable and adaptable to change while maintaining high productivity levels - Proficiency in spreadsheet software required
  • Security Vetting: Must be able to obtain a Medium Risk Public Trust (MRPT) certification and maintain eligibility for the duration of the contract  
  • Medical: Favorable passage of a drug screen and physical examination
  • Language Skills: Expert professional, oral and written English communication skills, to present, facilitate and disseminate information; Arabic skills a plus
  • Work Ethic: Commitment to maintaining a high performance team which delivers customer service excellence

Desired Experience:

  • Department of State experience
  • Two to three (2-3) years’ of international experience in challenging locations, preferably working in the Middle East, with a working knowledge of customs and cultural differences

Other Knowledge, Skills and Abilities: 

  • Demonstrated ability to perform as an Aircraft Marshaller, with a working knowledge of technical areas
  • Ability to collect, analyze and summarize data and to prepare clear and concise reports
  • Exercise sound judgment and make decisions independently
  • Excellent organizational and time management skills, with the ability to handle multiple tasks and administrative details in a fast paced and constantly changing environment
  • Expert computer skills, specifically in Microsoft Word and Excel
  • Must have the ability to be innovative and be an agent for change
  • Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.
  • Comply with all Environmental Health & Safety and Quality Assurance requirements and goals.  Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.
  • Willingness and ability to deploy to Iraq for extended periods is required. Position may be located in a war zone in an environment with harsh and dangerous working and living conditions.
  • While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment - temperatures can reach 120- 130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Must be willing and able to perform regular job requirements in this austere and extreme environment.
  • Must be willing and able to perform physical activities including but not limited to heavy lifting and moving of items, parts, assemblies and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time; and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
  • Must successfully complete and pass the medical and dental examinations as required by PAE and our customer for deployment to Iraq. Must maintain physical and dental requirements for duration of deployment.
  • Must be able to work a minimum of 6 days per week and 12 hours per day, some jobs have higher daily and weekly minimums.
  • Must possess satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health and security measures.
