Summary:

The U.S. Agency for InternationalDevelopment’s (USAID) Office of Management Services (M/MS) provides logisticalsupport and administrative services in the Washington DC area and worldwide. Itis comprised of the Office of the Director and four Divisions. The Divisionsinclude the Headquarters Management Division (M/MS/HMD); the Information andRecords Division (M/MS/IRD); the Overseas Management Division (M/MS/OMD); andthe Travel and Transportation Division (M/MS/TTD). Each division is responsiblefor overseeing programs in their respective areas along with policies andprocedures.

The AdministrativeAssistant will work in the Office of the Director supporting the ProgramSupport team. The AdministrativeAssistant will assist with the Washington Metropolitan Area Transit Authority(WMATA) SmartBenefits program and the Agency’s subsidized parking program.Also, the candidate will provide administrative support to the Program Supportteam of M/MS.

Coordinations: In this position, thesuccessful candidate will work very closely with the M/MS Program Support teamand Agency staff requesting subsidies.

Duties andResponsibilities:

  • WMATA SmartBenefits
    • Responsiblefor processing applications for new employees, replacement cards, and benefitamount adjustments.
    • Obtaindata on all separated employees and compare it to the transit database toensure all separated employees have been promptly removed to prevent benefitsfrom being collected.
    • Presentexit clearance forms to the Program Support team for signature.
    • Maintaina database that identifies all participants in the program.
    • Providemonthly reports regarding employee participation.
    • Confirmthat all applications include a home address, employee work address, andcommuting cost breakdown.
    • Confirmthat an approving official has verified the program participant’s eligibilityand commuting costs.
    • Verifyall requested benefit amounts via the WMATA trip planner site to ensureemployees request the correct amount of transportation benefits.
    • Performperiodic recertification as necessary.
    • Incollaboration with the Program Manager, periodically assess internal controlsof the program.
    • Conductperiodic training and issues reminders to Administrative Officers on theirresponsibility to verify transit participants’ eligibility and commuting costs.
    • Assistin overseeing the daily operations of the WMATA SmartBenefits program.
  • Parking Program
    • In collaborationwith the applicable Administrative Management Support (AMS), verify that theemployee is not concurrently participating in the USAID Metro Transit SubsidyProgram.
    • Also, incollaboration with the AMS, verify their employment status and eligibility.
    • Assist withanswering policy-related questions.
    • Assist withreconciling monthly reports from various vendors (Pay.gov, Colonial Parking,PMI, and RRB/ITC parking).
  • Otherduties as assigned

MinimumQualifications: (Toperform this job successfully, an individual must be able to perform eachessential duty satisfactorily.)

  • Highschool diploma/GED required
  • 3+years’ experience with Excel
  • 2+years’ experience with Google Sheets
  • Experiencewith Microsoft Office, including PowerPoint and Word
  • Experiencewith Google Suite, including Google Docs
  • Experience with Visio, Tableau, and datavisualization software
  • Experienceas an intern, support contractor, government staff, or industry staff
  • Experience with completing individualtasks effectively
  • Experience with working in a teamenvironment
  • ActiveSecret clearance required

  • Ability to work hours of 8:15 AM - 5:00 PM
  • Ability to gather and analyze data effectively
  • Ability to apply critical thinking to a wide variety of problems
  • Ability to comprehend and analyze complex problems

  • The employee will normally work ina temperature-controlled office environment, with frequent exposure toelectronic office equipment.
  • During visits to areas ofoperations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborneparticles, toxic or caustic chemicals, and loud noise.
