Administrative Affairs and Logistics Advisor

Overview:

This position is located in the Office of Program Management – Ministry of Interior (OPM-MOI) in Riyadh, Saudi Arabia.

The Kingdom of Saudi Arabia (KSA) Ministry of Interior (MOI), General Directorate for Civil Defense (GDCD), and the United States Department of State (Department of State) will build an advisory and mentoring program with the goal of developing capacity for various civil defense missions in Saudi Arabia. The project will provide services through advice and mentorship regarding the inculcation of methodologies and best practices in the areas of fire and rescue operations, emergency management, training and curriculum development, planning, safety and prevention, and information-technology and automation.

The project will assist the GDCD (also referred to as “the sector”), to apply for accreditation in order to award internationally recognized certifications to qualifying personnel. The objective of this project is to deliver advisors and instructors capable of providing guidance to the sector on how to develop an accredited fire service operations certification system. Once accredited, the sector will provide graduates of GDCD’s Civil Defense Institute internationally recognized certifications acknowledging their professionalism in fire service operations while improving the overall effectiveness of Civil Defense in Saudi Arabia.

The project will provide advisors and mentors who will deliver services through daily interaction, one-on-one consulting, and on-the-job training of GDCD personnel. Advisors will focus on improving operational capabilities of the sector with counterparts at GDCD Headquarters while mentors will focus on building training capacity with staff from the Civil Defense Institute.

Primary Responsibilities:

The incumbent will serve as the Civil Defense Administrative Affairs and Logistics Advisor to both sides of the bilateral program and a critical member of the US team. This position is one of the most important roles to project and mission success.

  • Reports to Civil Defense Senior Advisor.
  • Advise on the improvement of methodologies and best practices in areas including, but not limited to organizational process improvement, organizational management, fire rescue, high-rise rescue, disaster management, safety, curriculum development, medical services, and human resources—all as they pertain to civil defense-related activities.
  • Maintain liaison with mentors at the Civil Defense Institute, and will provide back up to other advisors, as needed.
  • Participate in assessing current organizational response, organizational capabilities, emergency management capabilities, disaster preparedness and recovery initiatives and provides culturally sensitive solutions. This assessment will also include specific needs of the sector in order to implement a relevant and appropriate training and advisory program while in country.
  • Applies initial assessments and assists in creation of future Specified Deliverables Lists (SDLs) with Civil Defense Project Manager.
  • Assists the Civil Defense Project Manager and other advisor in the preparation of reports, position papers, and action memoranda.
  • The applicant is responsible for providing guidance to GDCD Headquarters.
  • Provides direct support to the assigned portfolio by attending GDCD operations meetings and advising senior GDCD management as they develop training delivery policy.
  • Keeps abreast of emerging technology, trends, and developments, and best practices in adult education, capacity building, and training delivery to assess best methods and incorporate into the Department of State training program.

Supervisory Responsibilities:

There are no supervisory duties.

Education and/or Experience:

  • Minimum of 20 years’ experience in fire service operations, public safety, or emergency management.

Knowledge, Skills, and Abilities:

  • Subject Matter Expert in Fire service planning and development.
  • Expertise and experience in fire responder organizational structure, fire service operations, fire service operations planning, organizational development, training curriculum development, budget/finance, human resources, and quality control.
  • Knowledge of emergency preparedness, crisis management, and fire service training.
  • Knowledge and experience in curriculum development and administration of training programs.
  • Knowledge of Homeland Security Exercise and Evaluation Program (HSEEP).
  • Experience in instruction in the application of the Incident Command System (ICS) and/or the National Incident Management System (NIMS) to government and private sector.
  • Experience in multi discipline crisis response to include command operations.
  • Experience as a senior member of a career fire protection service provider and/or subject matter expert in emergency management and fire administration.
  • Experience in living and/or working in a multi-cultural environment abroad. Cross-cultural sensitivity is crucial with flexibility and patience as strong character traits. 
  • Ability to lead, plan, and organize team activities, prioritize and schedule work. Efficiently allocate assigned resources, meet deadlines, work under pressure, and achieve desired results.
  • Ability to identify project requirements, establish objectives, develop alternate course of action, present policy options, and coordinate execution of policy decisions. The ability to create policy and procedural guidance for an effective fire service operational organization is critical.
  • Ability to communicate effectively in the English language orally and in writing, defend recommendations, negotiate solutions, and represent OPM-MOI in a variety of fora.
  • Knowledge and expertise in curriculum development, facilitation and instruction of Critical Incident Management (CIM), Emergency Management/Emergency Operations Center (EOC).
  • Ability to assess host nation in EOC Management, data collection and metrics development for creation of detailed government or business-wide preparedness & continuity plans.
  • Working knowledge of MS Office applications (e.g., Word, Excel, Access, Outlook, PowerPoint, etc.).

MRPT Level Required

  • Must be able to successfully complete a U.S. government administered investigation for an MRPT (Moderate Risk Public Trust).
  • US Citizenship is required

Travel:

The potential for domestic and international travel may be required based on mission requirements and business demands.

A current valid U.S. Passport may be required.

Work Environment:

General office environment, with some hands on, practical training. The primary place of performance is Riyadh, Saudi Arabia.
