Acquisition and Asset Manager

The purpose of this position is to manage the U.S. State Department’s Consular Affairs Enterprise Infrastructure Operations ( CAEIO ) team that provides mission critical information technology (IT) resources to approximately 250 overseas posts including domestic Passport Agencies, Visa Processing Centers, DoS annexes, and contractor sites. The team also supports approximately 10,000 worldwide clients including 1,200 Consular Affairs customers at locations in the Washington DC National Capitol Region.

Program Overview:

Provide enterprise IT support to include: program management; administration support including inventory management and IT acquisitions support; operations engineering and implementation; operations and maintenance, including Service Desk support and infrastructure, applications and database support; onsite systems administration and hardware support/maintenance at domestic consular offices; enterprise operations monitoring; cyber security operations; and disaster recovery support.

Job Duties:

The Acquisition and Asset Manager shall manage the procurement process for all acquisitions obtained by the contractor or the Government. The Acquisition and Asset Manager shall be responsible for managing and tracking accurate inventory of CA/CST assets under this TO. The Acquisition and Asset Manager shall be responsible for supporting bi-annual inventory reviews and for maintaining accurate inventory records. The Acquisition and Asset Manager facilitates renewals of maintenance and support services contracts to ensure availability of post-warranty support and software upgrade entitlements; resolves warranty disputes and product returns; and identifies and reports market challenges or trends that may prevent timely acquisition of goods and services.

Education

Bachelor's Degree in a related technical discipline, or the equivalent combination of education, technical certifications, training, and work experience.

Qualifications

Required qualifications:

  • A minimum of seven years of experience with enterprise IT Planning, experience managing inventory and assets, and managing large procurements
  • Demonstrated experience in implementing organizational process and disciplines in the management of large and small information technology acquisitions (totaling approximately $150M per year) in support of Federal Government clients.

Desired qualifications:

  • Demonstrated experience analyzing organizational IT procurements, identifying opportunities to reduce costs through innovative procurement vehicles, reducing service/ support levels to procure necessary support to deliver organizational needs, analyzing inventory in order to reduce the number of maintenance and support agreements
  • Demonstrated expertise in working collaboratively with IT management and executives to deliver financial/cost analysis
  • Demonstrated proficiency in asset management analysis and project planning
  • Demonstrated support for lifecycle asset management.
