Acquisition Analyst: VA Small Business Goals Modeling

Job Description:
POSITION SUMMARY:
 
The position supports the Department of Veterans Affairs (VA), Office of Small and Disadvantaged Business Utilization (OSDBU), with Acquisition Support Services to include administration, process management, data collection and analysis, regulatory analysis, and change management as part of processing procurement reviews, statistical analytics for Small Business goals modeling, and process mapping and Lean Six-Sigma assessments.
 
RESPONSIBILTIES:
 
The individual shall perform small business goals opportunity research and analysis and produce reports that provide actionable management information to support proposed small business goals recommendations to the Small Business Goals Coordinating Council.  The individual shall meet the following minimum technical requirements which are illustrative in nature and not all encompassing:
Conduct VA spend analysis to identify small business contracting opportunities based on historical procurement patterns, trends and projections;
 
Conduct Product Service Code (PSC)/North American Industry Classification System (NAICS) code small business opportunity analysis to support various Procurement Review Program (PRP) policy determinations;
 
Calculate the percentages of various socioeconomic contract awards made by organization within VA to include comparative analysis across organizations over various periods of time;
 
Provide research and analysis to determine under what conditions a delegation of procurement review authority should be made;
 
Provide research and analysis to identify procurement requirements that are viable for small business subcontracting opportunities;
 
Provide research and analysis to support determinations of compliance with subcontracting plans;
 
Execute a statistical methodology for utilizing research and analysis to report small business goals achievements by organization within VA; and
 
Prepare daily, weekly, monthly and ad-hoc management reports.
EDUCATION & EXPERIENCE:
 
Requires a minimum of five (5) years of directly related experience, and a Bachelor’s Degree in a related field. Greater levels of successful technical experience relevant to the RESPONSIBILITIES may be substituted for education.
Experience in Contracting or Acquisition for the Federal Government, including a DAWIA or FAC-C certification, is desired.
 

PHYSICAL DEMANDS:
Normal demands associated with an office environment. Ability to work on computer for long periods and communicate with individuals by telephone, email and face to face. Some travel may be required.
