On June 23, the Secretary of Defense directed the Commander of U.S. Strategic Command to establish a sub-unified command, United States Cyber Command (USCYBERCOM). Full Operational Capability (FOC) of this sub-unified command was achieved Oct. 31, 2010. President Donald J. Trump announced Aug. 18, 2017, his decision to accept Defense Secretary James Mattis' recommendation to elevate USCYBERCOM from a sub-unified command to a Unified Combatant Command responsible for cyberspace operations The decision to elevate USCYBERCOM was seen as recognition of the growing centrality of cyberspace to U.S. national security and an acknowledgement of the changing nature of warfare.
