JOB DESCRIPTION:

Science Applications International Corporation’s (SAIC) Airborne Systems Integration Operation (ASIO) is currently seeking a Senior Program Manager (PM) to manage challenging large ISR programs in Dayton, OH.

The ISR systems PM position is an opportunity to manage a diverse team of SAIC ISR systems engineers, ISR subject matter experts, intelligence analysts, and subcontractors working on challenging systems development and operations programs. The selected candidate will be involved in planning, developing operations concepts, requirements and systems analysis, design, development, integration, delivery, and operations and sustainment of ISR programs to include program capture and proposal planning and preparation. Program management tasks will involve managing program cost, schedule, and technical performance, interfacing with operational users, reporting progress, and initiating action to assure program/project objectives and schedules are met and work is performed within budget. The PM has the overall responsibility for program execution, ensuring that the project is delivered within contract requirements and meets the required standards of quality. The candidate must be able to lead project teams, interface with customers and operational users, and senior ISR managers, be flexible, and work with limited supervision either independently or with an integrated technical team of engineers. the PM will need to be comfortable navigating within both the R&D, operational, intelligence analysis worlds.

A background in systems engineering, cyber operations, end-to-end ISR systems operation , special operations, intelligence data processing, analysis, and exploitation. , and knowledge the operational use of data from the following sensors would be helpful: SAR, hyperspectral, IR, EO, SIGINT, video, MTI, and other intelligence data sources. In addition, knowledge of processing architectures and capabilities and communications and data link systems and technologies.

Qualifications:
TYPICAL EDUCATION AND EXPERIENCE:

Education:

Bachelors degree in engineering or hard science field is required and masters degree in management or engineering is strongly desired.

The candidate must be highly knowledgeable in program management, subcontractor management, deliverable processing, negotiations, and business development. Must be able to oversee systems analysis and engineering programs, operations and support programs, and program resource allocation. Must be knowledgeable in the effective management of funds and leadership of personnel, and is accountable for the quality and timely delivery of all contractual items. Will serve as focal point-of-contact with customers and operational users regarding contract activities. The successful candidate will also be able to market and effectively convey program strategies to senior executives in the operational intelligence, special operations, and intelligence analysis community.

A minimum of 10 years ISR systems and data analysis, deployment, operations, and sustainment and supervisory experience is required.

Desired Skills:

The successful candidate will be highly knowledgeable in capture and proposal management with demonstrated experience successfully doing both functions on ISR systems and operational programs. Candidate will have demonstrated abilities to organize, manage, and lead diverse groups and be adept at problem identification, research, analysis, resolution, and solution implementation. Knowledge of on the state of current ISR capabilities and methods and knowledge of ISR sensors, processing, and communications technologies is desired.

Required Security Clearance: Current TS/SSBI access required.
