Financial Budget Analyst

Job Description

URS is seeking a Program Budget Analyst to provide support to Marine Corps Systems Command. Duties will include the following: Updating project spend plans, phasing plans, and tracking the status of prior and current year funds; Providing input to financial planning and budget drills and preparation of related documentation; Preparing Funding Action Requests (FARs) and Purchase Request (PR) packages and funding documents; Providing financial support to various IPRs, Integrated Product Teams (IPTs), and technical Working Groups (WGs) as delineated by program priorities; Assisting with Program Objective Memorandum (POM) builds, POM Initiative Builder (PIB) entry, track POM initiatives, track POM Core packages, draft POM summary reports, and budget exhibit preparation; Providing financial related Program Objectives and Milestone (POA&M) and Integrated Master Schedule (IMS) input; Performing travel order management tasks (SABRES/DTS processing; reconciliation of vouchers and obligations; delinquent travel voucher follow-up); Developing financial reports, documents, and briefings; Maintaining current baseline budget execution information; and Tracking planning and execution of supplemental funding in coordination with the program offices and prepare weekly supplemental execution reports in support of weekly Command reporting requirements. Complete variance to goals and variance to plan explanations in FIDS and NHS. Additional duties include providing financial support for the Planning, Programming, Budget, and Execution (PPBE) process and providing input for financial summary reports from available data sources, historical summaries of program funds, cost adjustments, funds reconciliation, and appropriations close-out. The position will require ability to obtain and maintain a Secret security clearance. Current clearance is desired.

Skills

Bachelor's Degree (BS/ BE/ BA) and 7 years of progressive related experience is required. Additional related experience may substitute for education. Must have a demonstrated ability in: applying expert financial budget analyst practices and procedures; preparing Funding Action Requests (FARs) and Purchase Request (PR) packages and funding documents; assisting with Program Objective Memorandum (POM) builds, POM Initiative Builder (PIB) entry, track POM initiatives, tracking POM Core packages, drafting POM summary reports, and budget exhibit preparation; providing financial related Program Objectives and Milestone (POA&M) support and ability o execute short notice complex tasks. Must have strong communication skills and strong verbal and interpersonal skills as daily interaction with government customers will be required. Must have the ability to work in a small fast paced environment. Strong working knowledge of Microsoft Office applications is required. Experience with MCSC financial requirements highly desired.
