2 full-time mid-level graphic designers and one full-time mid-level photographer in St. Louis **A MINIMUM ACTIVE TS/SCI IS REQUIRED, NO EXCEPTIONS**
The contractor shall provide photographers to provide digital photographic support at NGA West (St. Louis, MO) and other locations as required. Photography support shall include staffing a full service photography operation, including photo labs and on-site studios.
Photographers must have experience in a studio setting, specifically taking portraits, as well as on-scene photography including accident investigations, building maintenance, events and group photos.
Additionally, photographers must have intimate knowledge of portrait policies for DoD civilians, DISL, SES and military staff.
Photography staff will be required to drive government vehicles to various NGA locations and other locations as required.
The contractor shall have detailed knowledge of Adobe CS4 and have the ability to use the software to enhance portraits.
The contractor must be intimately familiar with the following equipment/software owned and provided by the government:
- Nikon digital cameras
- Nikon digital file scanner
- Noritsu dDP-621
- OM-2 photographic printer
- Adobe Photoshop CS4
Services shall include design and layout support, text processing, page mark-up, graphic scanning, graphic design, layout support, large and small format printing, sign making, engraving and other creative graphic support as required.
Personnel must have detailed knowledge of Adobe CS4 graphic design software package as well as knowledge and experience designing four color process publications for offset printing. Personnel shall assist in the correction, management and production of files being produced on the press.
Editor/Proofreader support: All produced documents shall be reviewed to ensure there are no grammatical, typographical or compositional errors. Some documents require substantial editing. Editor/proofreader should be familiar with AP Style guide, Chicago Style Guide and Department of Defense writing standards.
Graphic products produced by OCC include but are not limited to (Note: Approximate throughputs for the full program team are highlighted below each major type of product described below):
Posters –16x20 to 20x24 display poster announcing an event or program. Produce approximately 320 annually
Bimonthly magazine – 15-25 page magazines. Articles are produced and provided by Internal Communications staff. Magazine has established look and feel. Designer is responsible for all graphics. Designer works with magazine editor to review stories and find graphics that best support the story. Produce approximately 6 annually
Publications – Text documents ranging from 20-200 or more pages. Designer lays out text and adds graphics as needed. Produce approximately 36 annually
Historical display exhibits – Exhibit used in highlighting a milestone in history. This could include banners and posters or other display options. Produce approximately 30 annually
Calendars – 12 month calendar highlighting events or concepts supporting mission. Designer is fully responsible for the entire calendar with direction being given by government staff. Produce approximately 1 annually
Brochures –Tri, quad or bi-fold documents produced to help advertise or support a specific program or event. Produce approximately 52 annually
Web Graphics –Banners and graphics for “rotating images” used on internal home page to advertise events.
Digital Signage – Digital images produced to display on plasma screens mounted around the agency. Delivery is through a digital signage delivery system riding on the network. Images used for Web and Digital Signage are normally resized graphics from posters or brochures. Produce approximately 140 annually
Banners –Vinyl banners are designed for hanging outside to advertise events. Banners are designed in-house and production of banners is contracted out. Produce approximately 4 annually
Programs –Programs are usually 2-4 pages and used for retirements and special events. Customer provides all text. Produce approximately 25 annually
Newsletters –Newsletters are produced for other offices. Text and graphics are provided by customer. Newsletters are produced on a quarterly basis. Produce approximately 13 annually
Engravings –Engravings are made on various sized gold and silver plates. Plates are either mounted on products provided or returned to customer and they mount on product. Produce approximately 152 annually (Engraving equipment provided in Attachment 3)
